They have all this... the government just hides it well and uses propaganda to make people think it doesn't exist.
A prime example is drugs in China, they every so often find some poor drug dealer through an unfortunate lottery to pick on and execute as an 'example'. Drugs are still flowing freely there, I worked with a Chinese guy who said he did coke every weekend at his buddies dads house and smoked weed all the time.
