Not quite as extreme, but this sort of thing used to be quite common. I can confirm that NHS midwives would recommend it, at least in Scotland (not known for clement weather). Whether that was official policy or simply wives tales I could not say. Given that smoking in the home used to be quite common and houses were poorly ventilated in order to keep in the heat, I can certainly see it being notionally beneficial.

There is a danger of course. It certainly seems extreme. Likely the image is chosen to misrepresent the reality. However, human babies have "brown fat". Within reason (and I could not advise on what the limits might be for any human child) they are likely not at risk and it is metabolically beneficial for them to exercise in this way.
