The goal is to keep the diesel supply for logistics and swap everything else to either electric or just shut it down.
Hopefully we can run have an operating hydrogen engine bcs the electric failed (for trucks and diesel vehicles)

In theory, you can concentrate scattered energy in the atmosphere, but doing so would require more energy than you get at the end of the process.
