Reading the article, you'll find that it makes ~53 gallons of fuel a day from ~200kKw of electricity, and this is in a shitty portable unit meant for setting down in the middle of nowhere military outpost.
Powered from the grid, assuming 15 cents per KwH, assuming that the "53 gallons a day" from solar means 12 hours run time we get
12x200=2400Kwh
2400kwh x .15= $360
$360/53= $6.79 a gallon
Not that far from what the average price is right now, cheaper than in many blue states in fact
