Basic idea is to form an autonomous society, have a few "leaders" to "manage" it who can reap all the benefits while contributing little to nothing, then remove all ways into the leadership class. Lower class must continue on or they lose everything, upper class just leeches. As long as the lower class is dependent on their own productivity to survive, the upper class is perfectly set.
