1) Russia -- with Trump there would be no Ukraine war, and Russia would still be supplying oil and natural gas to the world market
2) America -- Biden cancels the Keystone Pipeline, either refuses permits to drill on federal lands or makes it very difficult to explore, puts us back in the Paris Climate Accord
3) the Middle East -- with 1 and 2 the Middle East countries have zero incentive to increase production to maintain their market share, so they don't increase production.
