Ukrainian President Volodymyr Zelenskiy has decided on sanctions against the Russian head of state Vladimir Putin and all members of the Russian government. Zelenskyi signed a decree that went into effect on Thursday, according to a copy published on the Ukrainian Presidency's website. He also fined 236 Russian universities and their leaders.
The Ukrainian Security and Defense Council approved the sanctions. This bans those affected from entering Ukraine.
