Throw users in rehab prisons if they test positive.

war on drugs was always a health and mental health issue. they absolutely shouldn't encourage or normalize it, the money spent locking people up is better spent researching drugs to see what health benefits may be unlocked from them as well as determining how dangerous they truly are. government should never collect a single penny from any drug sale, especially because it decided to make drugs illegal all these years and ruined so many lives
