The main problem is that guns keep bad people in check; it's risky to fuck with someone who *might* have a gun (or a very sharp knife). Realistically, crime exists primarily due to economic reasons, and the places with the most crime have few job opportunities and many companies which collapsed our had outsourced jobs overseas; now these same cities are littered with gangs and drugs. It's Miami all over again, but Uncle Sam has given up on trying to clean up these shitholes. The way to fix it would be to create more jobs, but Uncle Sam profits from tariffs on imports. The obvious job is a trade / military but many would rather be gangbangers than soldiers. At some point, it just comes down to a lot of people making bad choices, then influencing others around them to make the same choices. The truly "systemic" problem is the culture itself and the only way to get rid of it is if the citizens put an end to it.
