its not illegal to collect rain water only to collect it in a dedicated container like that and only in some places, if you dig a pit and let it become a pond you are collecting rainwater that can be siphoned and filtered or boiled all the same.

You typically just have to register with your local water conservation board just in case there's a natural disaster like a drought. Sometimes they'll even have programs where they give you free barrels. Fresh water is a finite resource and it makes sense to have programs in place to monitor its collection and usage. A complete lack of oversight could harm the environment.

My theory is that since they're spraying shit up there, it genuinely isn't safe to drink. And/or people on tank water often get their water sent off for analysis, and that might turn up some concerning results.
