The problem is that the elderly population is larger than any other cohort which puts a burden on the economy to be able to pay for their health care and pensions. Not to mention the fact that there will be skilled job vacancies that will need to be filled just to take care of the elderly. Japan is opening nursing homes and closing down elementary schools. They're doomed. Automation won't fix everything and robots don't pay taxes.

I think what both of you are missing is that these states already promised to provide some sort of old age assistance and medical care for the elderly. Now that old people are living longer state expenses have increased. On top of it all there are fewer working-aged people as a percentage of the population, meaning a smaller share of the population has to financially support a larger share of the population.
The only other alternative is to tax the working population which makes their tfr problem even worse.
Keep in mind that a labor shortage can also result in economic decline. Expensive labor means increasing the costs of operation, which means that either businesses can't afford it, or passing on the cost to consumers or reducing the quality of the good/service will cause fewer people to support that business. When people get laid off, then the problem proliferates; less demand, less quality, less profits,
