even though some of those territories were conquered by Cathrine the Great hundreds of years ago from Turks and had Russian-speakers even after 30 years of independence
USSR could have used the army to restore order
some of the newly created republics had regions of other nationalities due to the nature of how they were formed to begin with for various reasons
after USSR's collapse, these people didn't want to be in the newly created republic
so what do the newly created republics do to restore order?
use the army and start killing people
of course the small regions do not stand their chance on their own, hence Russia's interference in early 90s in Georgia and Trasistriria with its peacekeepers
