Nothing mysterious about it. Not sending weapons would be a "betrayal of our values" while cutting out Russia would mean risking toppling the current status quo. The likes of Macron don't want to risk losing their lofty positions over things like ideals, they much prefer doing realpolitik with a player (Putin) they already know.
