Eugenics is like sex. If two consenting adults mate, it is probably the best thing a human can experience and that's what we call making love. However, if someone forcibly has sex with you, it can cause traumas that don't heal for a lifetime and we call it rape. Same thing, but different spectrum of things.
WIth eugenics, when man and woman meet and knowingly mate to produce a better offspring than themselves, it is the most wonderful thing you can do to another human being.
If, however, someone else decides that for you, e.g. state, then it is the worst thing and a crime.

It's hard to pitch a policy like that to the public though. I think you need to focus on things like sterilizing criminals so that the average person doesn't feel threatened by eugenics. But I agree with you about genetic engineering. People are squeamish about it, but if we can crack the code it will pay off astronomically.
