Same reason North Korea won't let it's citizens leave. Immigration laws are meant to keep people in, not people out. The governing regime needs people to rule over and parasitically feed off of. That's where it gets its wealth and power. Visa free travel between Canada and the U.S. would mostly be objected to by Canada than it would be by the U.S.
