Those soldiers are quicker to render aid to injured combatants then the police. That guy went from kill mode to first aid in under a second. He's first in to kill and save people. Pretty fucking badass guy right there.

Tranqs don't really work for this. Soldiers are wearing clothes and armor, which makes it less likely for a dart to penetrate skin and stick. Humans will also pull out the dart instead of leaving it in like an elephant.
And worst, tranqs need a bit of time to work. If they work. The guy will warn his comrades and likely get a few shots off.

watch the video closely. the commander gives sign to close in the moment snipers confirm the kill. plus he's (I assume) live with the drone operator who also confirms. the level of coordination, the speed, movement, its just something else. there are few more details you can spot.
