You have to understand, every governing elite decays.

The first few generations tend to be genuinely intelligent and skilled. They have to be, otherwise they wouldn't have gained power.

But eventually people tend to inherit power wholly by nepotism, even when they're blatantly incompetent and unfit for it.

See I get the subversion thing, but the inherent flaw is you destabilize a hostile system. If it was the soviets still doing it then sure, but the system is actively destabilizing itself.
