Iran will allow settling debts in rials. It's not forcing anyone to pay in rials. It's still demanding and tendering dollars. Once the sanctions are lifted it won't matter what currency. If you are a country ready to be one of the responsible, decent, developed nations, then dollars allow you to negotiate from a position of financial strength. On the other hand, if you're an Axis of Evil country like Nazi Russia that is likely to be sanctioned for war crimes and atrocities, you probably don't want to be stuck with a bunch of USD you can't spend.
