Citizens participate in the body politic; Subjects are passive victims of the state.
Citizens have more legal protections than subjects and ought to have due process. If this is denied by a tyrant, citizens have the right of rebellion and are much harder to menace due to their arms and their political unity.
The Swiss, the Spartans, the Americans and the old Englishmen of the 17th century, they weren't passive victims.
