Where's the rest going? There's no way a martini costs $12 and fries cost $9 so either:
(a) the owner is raking in massive profits off the labor of the waitstaff, in which case you should not be going there because it's anti-marxist
(b) the waitstaff is being paid well enough to not need tips, in which case you don't need to tip

May or may not be employee owned or have some profiting sharing system, anything else would just be hypocritical. That being said it's not hard to imagine that a communist business owner would be hypocritical.
