Where's the rest going? There's no way a martini costs $12 and fries cost $9 so either:
(a) the owner is raking in massive profits off the labor of the waitstaff, in which case you should not be going there because it's anti-marxist
(b) the waitstaff is being paid well enough to not need tips, in which case you don't need to tip
