They're compromises, because nothing more substantial could ever receive bipartisan support.
It's like alcohol prohibition. Everyone knows alcohol is bad for you, all the societal issues and health problems and crimes that result from it, yet it's so culturally engrained you could never ever successfully ban it.

For over a century they poked and widdled away at our 2nd amendment. It is easy to blame our ancestors back int he early 1900s but I personally don't. Most probably had no idea until it was long done. That is why the age of the Internet is so valuable.

Even still, that was to get over the capacity limits and everyone got gud at swapping out the 7-round magazines in 1911s.
Having 10 rounds instead of 30 makes it 73% more effective at killing people with assault weapons because it's so light and easy to handle.
