There's also an argument (not mine) that DC purchased a lot of Southern lands and therefore they belong to DC regardless. So how viable is cession unless you pay the Feds back for the money they spent buying your lands off the French, for example? (As far as I know this was Abraham Lincoln's main argument for the Civil War).
