Wrong. Exposure brings familiarity, and familiarity brings complacency. The more you are surrounded by a foreign language in your daily life the more you internalize the culture associated with that language, willingly or not. USA is globohomo central so the more English the more globohomo. France is doing the right thing, if for the wrong reasons.
The fact that France itself is a subsidiary of globohomo so the change won't bring as good as, say, Turkey banning English would is a different problem onto itself.
