Could a show like Star Trek: The Next Generation exist today?

The utopian future depicted was one you could find in any western society from the 19th-20th century. Then somehow a few decades before 21st century the western liberal order fell into this neoliberal decay where all the white people felt colonialism was an original sin to the culture they inherited. Now the future in any science fiction is depicted as dystopian, with no light at the end of the tunnel? Is this a result of enlightenment dwindling? Can the western minds survive?
