You're not allowed to have a pistol grip on a rifle in some states, so they have to do dumb shit. The tube on the back houses the spring that pushes the bolt.

No, it's a Thordsen Gen 2 stock, a workaround to be compliant with retarded CA and NY gun control laws. The grip prevents the thumb from being below a certain point relative to the lower receiver, and the buffer tube not being connected to the "grip stock" prevents the whole thing from being called a "stock" thereby enabling the rifle, as long as other elements are compliant, to receive detachable magazines.
