No it was always meant to be 2 shots except for the J&J vaccine which turned out to be kind of bad. But the issue is there were so many antivaxxers that the virus mutated before we reached 80% vaccinated so we had to start again with the 3rd booster and again the antivaxxers mutated it again and now we're on the 4th vaccine which will work if you dumb antivaxxers will either die off or get vaccinated.

The Pfizer vaccine is approved for booster doses in people 16 years and older. Even if you had a different vaccine for your primary doses you can get the Pfizer vaccine. The booster dose will be the same dosage (amount) as your previous 2 doses.
