No. The FBI is for prosecuting and investigating Federal crimes... At least they're supposed to be. The CIA is for intelligence. The CIA is not supposed to a law enforcement agency and is legally not allowed to operate within the US (though that didn't stop them from doing MKUltra or the LSD experiments).

CIA is more relevant than FBI, but both are corrupt fronts for all sorts of criminal activity. most FBI agents you see in the news, for example, are just paid contractors hired to show up for events. they're essentially actors. FBI is not really the vast overarching entity it conveys itself as on TV. it is in steady decline, too, become more and more corrupt and at this point is just an extension of the mass media.

FBI has WAY more local tactical teams as well as all their agents who in theory know how to use a gun. CIA SAD SOG or whatever their name is now are super scary though, possibly one of the Tier 0 units in the world, presumably also have access to drones.

They both serve the unfortunate purpose of trying to act as the enforcers for elites. But they have inverse methods.
The FBI is a defensive and self focused entity that's mission is inward perfection. They are forced by their very mission to become slightly redpilled as they examine their own failure and seek to try again. They may be a useless Goverment entity but they try at least a little to improve themselves and the world around them. Even if it means burning their own system down.
The CIA is an aggressive and subversive entity that is supposed to pull strings and bribe wealthy foreigners to sell and trade in "national IP." Forced to race to the bottom against other wealthy interests the CIA quickly need to familiarize themselves with human trafficking and drug smuggling to appeal to their worldwide customers. They are the very definition of corrupt.
The FBI plays the part of tired Jannie, the CIA plays the part of unhinged shill. They are both slaves of the same system but they will be in conflict. Two lonely cartoon characters who by chance situation will antagonize each other.

In a simple way, but there is more to it than that.
For example the Introverted are not always more receptive to feedback. I am convinced the FBI (or at least it's components) has more immunity against its own lies than the CIA.
