If someone like a friend drops by to chit-chat, then offering him some snacks is a must. If the reason for a visit is less casual or it's a person you don't really know, then you can skip it, although if your guest is about to stay for an extended period of time (30+ minutes), then it's considered good manners to at least offer him some tea.

Old people also take it a step further and bring their own food when visiting their friends. My grandma's friend, for example, always brings some homemade baked goods when she visits her.

I´ve always wondered why so many Dutch and Belgians come to Spain in caravan. French and Germans don´t do it.
