The west implements trying to teach creativity over teaching how to actually make their art. Where as countries like Russia teaches art students how to make art rather then be creative, in their words they expect art students to already be creative, they also do this for 6k a year rather then 60k. Fun fact 85% or more people that have a art career do not have a degree in art, as you can imagine showing up to work and puking paint over your desk does not accomplish the goals of the team

Photography. Once people realized that photo-realism was dead, impressionism took over. Once people realized there were no real standards anymore, there was no need to put in the effort to become good at art when you could just throw paint on a canvas and idiots would buy into it.

Art used to be something commissioned by rich people to make their environments more beautiful and show off for other rich people and buy the goodwill of the public. Now it is a tax evasion scam where you buy some art for nothing from a nobody, then gin up press and turn this talentless hack into a star of the art world, and then donate their shitty paintings you bought earlier for nothing and write off the donation against 50 million dollars of your income. Rinse and repeat.

Also some people use it as a way to launder money, like some CIA agent buying some fart covered canvas from Hunter Biden for $50 million.
