When it goes too positive the next government spends a lot more and brings it down. When it's too negative the government loses the elections and the next government is usually conservative which means they cut down on the socialist benefits so they lower spending.

There's a picture of the common loon on the Canadian dollar coin, it got nicknamed the loonie almost immediately on release decades ago. The $2 coin is often called a toonie even though it has nothing to do with loons. People are a little funny.
