You're overlooking the demographic problem. Shrinking populations don't just dwindle with the exact same demographics and workforce. You get a huge amount of retirees having to be supported by the taxes of a smaller and smaller working population. Especially since Japan is so long-lived. It's not about how many people are on the islands, it's about how society functions as the population ages.
