Because most people cannot afford to live right next where they work. As for a bike many people "unless you are in a big city" cannot really use a bike for other needs "transporting food for their family, taking the kids to school, taking their family to doctor appointments, general transport" and no a bike wagon can not meet these needs. Also, an EV can only go 200 miles max but most only go around 180 miles and require a 8+ hour recharge time. This means it's fine if you live close to where you work but if you don't and cannot afford to live near where you work then you are shit out of luck.
