yet it's kind of what happened.
Just before Feb 24 a lot of people were force-evacuated from the Donbass region, and a lot of males living there got forcefully conscripted into the army.
They were promised to be given easy roles, but were actually pushed into hard roles, as dumb meat.
There was yesterday even a video with one of the commanders of the conscripted Donbass troops complaining about lack of training and lack of morale.

Russia's pro-level troops started appearing a little bit later, with more expensive kits. I'd say sometime around the moment when the frontlines stopped moving and the sides got dug in.

my guess is that they were afraid of enemy defensive equipment. You constantly hear about muh javelin etc., they probably have decent recon on what the enemy has, but you can never know for sure until things actually start. If you send in the best troops and it turns out the muricans gave ukr some super secret ultra javelin, then the best troops get destroyed and the situation turns to catastrophe. Sending in a man wave of conscripts to soak up the high tech weapon fire sounds dumb, but it gives genuine intel on what the enemy is fielding that you cannot always get with just recon. It's a bunch of probing shit, trying to figure out what's happening and where
