Turns out that the cops waited outside the school for 40 minutes while parents screamed at them to do something. Eventually a BORTAC (border patrol special forces) operator showed up and entered the school alone, took out the shooter, got wounded in the process.

A regular police officer isn't equipped to handle a gunman in those type of situations, theres a reason they send in SWAT teams for those type of situations they can't just send in a lone beat cop with a pistol and no armor into a suicidal mission.

US cops have armor, almost all now wear plate carriers with rifle rated plates, they also have rifles in their car. They are equipped to handle scenarios like this. However, they don't necessarily have the mental toolset to do it.

Police departments should have some sort of ‘doctrine of radical measures’ or something which states that if they’re in the vicinity of someone committing a crime, they MUST perform any possible action to stop that person, no matter how dangerous a position that puts the officer in. If they fail to act in the presence of a crime then they could be charged as accomplices

Cop here from Commiefornia. Most wear soft armor which won't stop rifle rounds, and only CIRT officers/deputies have ARs, granted that qualification is becoming more and more common nowadays.
The mental mindset is what holds people back. Newer generation of cops has only had one or two knock down drag out fights in their life, and it was probably in academy.

I don't disagree with you. The issue comes with funding the training and providing adequate coverage for patrol.
My department is hurting badly for qualified recruits, as is every other department in my county/adjacent county. We suffer from constant poaching of officers from other departments (we legit had a fucking cop from Texas come by our station trying to recruit), burnouts (I'm going to fall into this category when I feel competent enough to go into computer programming full time), and retirement.
There just isn't enough qualified people wanting to be a cop anymore.
