Constitutional Carry means there are no permits or licenses required to carry a gun at all. The Constitution is your permit.
Gun licensing comes from the same place driver's licenses do. Student ID's are issued by a university.
Yes Texas does have constitutional carry as of last year. But licenses are still available so you can carry into certain locations (bars, universities etc) and also for reciprocity purposes for other states.
First of all, it's a license to carry, not to purchase. It's in the fucking name. Second of all, it isn't even required as of last year.
