SSRIs are an epidemic worse than opioids. The vast majority of school shooters are on them. Start there.
Then allow teachers to carry and train them on room clearing and engaging active shooters. It's their school, they know it better than any outside police force and could take on a threat faster and more effectively than anyone. Then end zero tolerance policies for fighting. Self defense is a human right. Teach all students self defense. Destroy this victim mentality overnight.
You transform schools overnight from shooting galleries of crying victims to fortresses of concrete and steel with adults ready to kill to defend themselves and the children they have been entrusted with, who might also throw a chair at you if you get too close.

if you mean mass shootings, they're not a problem. If the likelihood of dying via lightning strike is approx. the same as dying via mass shooting, mass shootings aren't a major problem. tragic, yes, but not a statistically significant problem.

Increase prison length. Once a criminal, always a criminal, because once you've got a violent felony you're never getting a real job. So just keep them locked up forever or give them the chair, but don't let them back onto the streets.
honorable mention for stand your ground laws and allowing public spaces like schools to be legally liable for failures in security. For example, if there's a mass shooting at a school, the parents should sue the school district, not fucking remington.
