I read from a book that his father is ingerian and mother vepsian, and I'm too lazy to fact check it myself, is it true?

I've heard his grandmother was Ingrian and I guess Putin's family is from around their lands but it's fake news.

Considering that there are about 5000k Vepsians and something like 50 000 Ingrians it's really unlikely anyways. Plus he doesn't look Finnic at all.

Russia was founded by Finns. Many of the presumed descendants of Rurik belong to Finnic N-haplogroup.

Most of the Finno-Ugrics have been russified, that's not the number of persons with Finno-Ugric ancestry. Half of the Finnish Russian population is actually Ingrians and you probably didn't know it. They have the right for Finnish citizenship if they can prove they have some Ingrian background.
