>A group of United Russia faction politicians submitted a bill involving a punishment in the form of imprisonment for up to 7 years for a public call to action against the security of the Russian Federation. The document was published in the electronic database of the lower house of the Russian parliament.

Very nice if you ask me. But Russian paratroopers are not elite units - it's a common mistake, it's a regular infantry and they knows "how to parachute". It has nothing to do with the Western concept of paratroopers.
