The actual non-cope explanation, which is true for any sort of statistical visualization actually, is that it typically shows a very superficial view of the data.
So a map showing control of some territory does not actually tell you that much: is it just because a Russian tank was passing by 3 hours ago with no Ukrainian in sight? Or is it real, durable control? Russia never had any real, durable control of the areas in the north and east. They were largely parking tanks around.
On the other hand, in 3 months Russia has achieve real, durable control of the south. To the point where they have started integrating those territories into Russian federation, changing the currency, rebuilding, etc.
One way to represent this on a map would be to have more or less color intensity depending on which amount of control each side actually has.
(I work in finance and this is a well-known situation in data visualization; saying that a security reached a particular price on a graph does not actually tell you much if there is no indication of volume as well, which is typically shown either by a bigger point, or some color intensity)
