Ya true, most gun violence is made up of 1 person being shot by 1 person, mass shootings make up a small number of people shot. I think of mass murders as something more similar to natural disasters than crime, you prepare against it, but legislating free will, stopping hurricanes altogether is not possible at this point in time.
