Uvalde CISD has their own police department. A lot of school districts do.

My question is, how did he get access to the school. I live in Texas, and the elementary schools my kids went to were locked down. You had to buzz the office from an outside intercom to get them to unlock the doors.

Community education/ homeschooling is the answer to many of americas problems. Families pitch in to pay different stay at home wives in the community to educate their kids. Classrooms of 10 instead of 20-30 like public schools and the parents get to choose the curriculum
Many people are already doing this. Get to know your neighbors. Find ones you agree with and parents you trust your kids around. If you can't stay home to homeschool your kids you can pay other parents to homeschool your kids
