You could rehabilitate the soil if you had access to organic material but by the looks of it that might be an issue here. Shade netting would be needed if you want to grow anything.
Hydroponics might work but you would either be importing nutrients or have to start mucking about with aquaponics with the same problem a bit further down the line...

Build a earth sheltered bunker to keep cool and hole up with a white and a bag of meth is probably the best you can do.

I would cover it in a large tent and pour an absurd amount of water, yard waste, and food waste on it until i start to get some weeds growing and go from there with terraforming

Plant a load of desert plants and wait for them to fix the sand into soil. Look into the feasibility of a well. Also air wells/atmospheric water gen/condensers driven by solar panel.

Maximum desirable acreage for one man with a horse is 6 and it provides ample food for a family of 8-15 and the work output is then enough to be tithed for *ahem* state, business or church needs.
