In Detroit's case, it was built on the concept of being centered around several massive companies. These companies came to dominate everything and general corruption became rampant. So when said companies pulled the fuck out, everything went to shit as there was nothing to pick up where they left off.
People left and it has been in population decline since. Obviously things like residential areas receive none of the scare resources.
