These restaurants are trying to increase the pay raise for employees who work there in order to better support and incentivize employment. Problem is, they're also raising the prices of their food in order to pay these employees. This increases the cost of living in the area, which results in a cycle.

ie, welders for example. Entry level welders aren't really needed anymore, but highly skilled ones that used to be extremely niche and hard to find are in more demand now as technology and engineering demand more of those workers. The over all labor skill set is evolving to become more complex.
