The way the twitter vatnik presents it is heavily propagandized, but it seems true. The current law is that a commander is permitted to use physical force to stop a soldier who is committing a crime, disobeys an order, or leaves his post without being permitted, and that the use of arms is permitted, if stopping the offending soldier is impossible by other means, as long as it does not result from the soldier's death. That last part, about the soldier not being allowed to die, is removed by the new bill. The screenshot is also from the official website of the Ukie govt.
