Virus weapons are essentially mutually assured destruction because if it reasonably contagious it will eventually spread everywhere including your own workers, friends, family etc.
Its a stupid weapon to use against an enemy because the blowback is too universal. You’re better served releasing a highly contagious but mostly harmless virus as a pretext for a mass vaccination, and then using the vaccination itself as the weapon so you can control who receives what.
Monkeypox is either an accident (I doubt it) or the “side effects” of the vaccine. If they wanted to release something more deadly they would have just done it in the first place.
