Cow's milk does not have enough iron and sugar to fulfill an infants nutritional needs.
Cow's milk is also higher in saturated fats compared to unsaturated fats in mothers milk.
This is why, when a mother can not breastfeed, there is no wet nurse and no formula is available, you mix together the cows milk, with oats (for iron) and glucose, and this makes an acceptable substitute for mothers milk or formula, but i do not know the mixing ratio.

Be aware that mothers milk and formula contain other micronutrients not present in whole milk or the described mixture, and these are vital for the proper development of the child, especially neurological.
So it's really only an alternative for older children, 12+ months.

a human baby is just an over-developed fetus, but compared to most other animals its barely ready to have left to womb. For that reason they are totally reliant upon a specific chemical formula found only in human breast milk (and to some degree baby formula). If you give a baby cows milk it will get too much of some nutrients and too little of others and will have stunted growth and eventually die. Its not until a child has been weened onto proper food that they can begin to drink cows milk because their bodies can better process to over-abundance of some nutrience, and the presence of other foods like meat, veg, fruit etc, make up for the absence of others.

For example. Babies need lots of iron and a small amount of calcium, cows milk is largely iron deficient, but also very rich in calcium. Calcium in large quantities is strait poison even for an adult and the absence of iron means the babies brain cant develop at the speed that a babies brain does. A weened child needs more calcium because it has bigger bones and more of them (knee-caps for instance), and it can supplement milk with meat to get iron.

If you dont start breastfeeding right away, your body stops producing milk pretty quickly. Vice-versa, frequent breastfeeding will keep you lactating well beyond what most people consider "normal". A lot of these women relied on formula and thus stopped lactacting, and now they're out of luck.

Most formula actually does use powdered milk with added ingredients to get the right nutrient profile. The pictures you see of formula full of corn syrup is for lactose intolerant babies. Most of those babies would have just died 100 years ago.

Multiple. There’s a small proportion who simply can’t (tuberous breast deformity or a couple of other reasons) but not many who can’t at all. There’s a few percent who have insufficient supply and need to supplement. In America mothers are forced back to work at a few weeks post birth, they need to pump and that’s much harder than breastfeeding
Breastfeeding varies in ease between the baby getting it right away and it taking weeks of practice. The first few days you have horribly engorged breasts and it can be painful. A lot of women give up at that point. There are also (untrue) ideas that breastfeeding makes your breasts say and a lot of women just can’t be arsed. Plus medications etc.
I’ve breastfed three for between 9-18m (all were different in how long they wanted to) and it’s way easier than formula, but only once you’ve got going. A lot of women fall at those first few weeks.
Prescribe fewer shitty antidepressants, give mothers who want to feed more support and let mothers stay home and be mother rather than working. Not sure what you do about the ones who don’t want to.
I’m horrified that the main ingredient in America formula is corn syrup. I checked the main brand here (scandi country) and the infrequent are basically milk powder, oils, vitamins and lactose sugars.
