I actually checked the formula in the grocery store, after seeing that image that keeps circulating here on Any Forums. The stuff I saw was primary ingredient dehydrated milk, so I don't know if the image that keeps getting posted here is edited or something i'm guessing.

Breast milk. In the rare cases where women couldn't breast feed (like 10% or less of women who use formula today), you would hire a wet nurse, that is a woman who had a baby within the last 18 months and would feed your baby with her breastmilk.

Coincidentally this was also a good way for poverty stricken mothers to earn some extra income. A win-win.
