It's a meme because of how Western MSM was screeching about how ''inhumane'' this weapon is, and you had regular agitprop about it hitting ''orphanages'', ''bakeries'', ''hospitals'' and other places where moderate head-choppers were congregating.

Russia still uses dumb bombs, dumb bombs are not in short supply nor are they expensive to make, they have factories that pump them out, getting people to start packing oil drums with explosives, welding on fins and whatever else is required along with modifying your aircraft to actually be able to carry these things is an idea only believable by brainlets.
