Fentanyl is put into heroin, sold as heroin, sold as fentanyl, or pressed into counterfeit pharmaceutical opioids, and occasionally benzos. Nobody is putting fentanyl in coke because fentanyl is significantly more expensive by weight. if this is even happening at all its probably a case of mixed up/torn bags or someone is just being lazy and accidentally dropping fent into the cut pile.

Fentanyl is not complicated to synthesise once you have the precursors and the process perfected. They'll have low yields in mexican field labs but the profits are still enormous.
