Those decisions are made by the state governments. Basically every state government was onboard with restrictions, including beating people up. Most Australians are happy with that too, we suffered very little from covid thanks to our state governments being strict.
The previous Federal government that just got voted out was actually against the strict covid lockdowns and punishments. This was not popular with the people, and if the state governments listened to them, then many more people would have died and got sick from covid before vaccines could be rolled out.
